Electoral competitiveness operates separately from the distinct value of recording voter preference, tracking turnout, and building organizing capacity. Documented returns determine if a district is lopsided. Applying the legal or analytical label of a gerrymandered map requires a cited map analysis, a court finding, or comparable evidence. Evaluating these districts requires separating the immediate electoral outcome from the long-term project of advancing texas priorities through sustained civic engagement.

The Arithmetic of a Single Ballot

Redistricting begins with decennial census population data assigned to geographic units. For a hypothetical turnout test, add 100 previously absent voters to the trailing candidate. Label the addition as hypothetical. Recalculate T plus 100 and the new raw margin. Do not merge those figures with the official return. Interpret the result with three separate answers: whether the certified winner would change, exactly how the raw margin would change, and whether the added participation could reasonably affect judgments about organizing capacity across north texas communities.
